Cartography in Ecuador – MAGAP

Project Description

NIP, SA, in consortium with the Navarra company TRACASA (50%), was awarded two contracts for the development of thematic cartography (Lot 1 and Lot 2) at the end of 2013. The works affected a total of 105 cantons and an area of approximately 121,610 km², developing thematic maps of the territory at scale 1: 25,000 with details of 1: 5,000.


Tasks developed

Geomorphology

Geomorphological study in 105 cantons with an area of approximately 121,000 km², 9,000 geomorphological units interpreted and 221 types of differentiated geoforms.

Geopedology

In 105 cantons with an approximate surface area of 121,000 km², more than 8,000 surveys were carried out, 4,400 surveys and 17,000 samples analyzed in the laboratory. The following studies have been carried out:

  • Land use capacity, 8 differentiated classes of land use capacity and 65 management units.

  • Difficulty of tillage, 5 different classes of tillage difficulty and 63 tillage units.

  • Threat of water erosion, 5 different classes of risk of water erosion.

  • Infiltration speed, more than 6,000 tests with two techniques to contrast results.

Coverage and Productive Systems

In 105 cantons with an area of approximately 121,000 km².

  • More than 100,000 doubts analyzed.

  • 8,839 chips and 35,356 crop photos.

  • 9,847 files and 9,847 photos of natural hedges.

  • 161,397 simple tokens.

  • 110 surveys of key informants.

  • 5,160 surveys (sheet) to producers.

Volcanic hazards

Map of national risks of the most active volcanoes.

Accessibility

Four national maps, 283,000 km², with the following studies:

  • Road network

  • Collection centers and agricultural facilities.

  • Important economic centers.

  • Homogeneous areas.

For the accomplishment of these works the following specialized personnel have been counted on:

  • 20 soil scientists.

  • 20 geologists.

  • 17 agronomist / environmental / geographer photointerpreters.

  • 21 field technicians (agronomists / foresters).

  • 68 Field Assistants.

  • 2 SIG technicians.

  • 6 specialists in quality control.

  • 5 technicians for the elaboration of memories.

GeoPortal developed by NIP, S.A. shows, easily, all the geographic information obtained as well as all the data (graphs and alphanumeric) that have served as basis for the elaboration of the thematic maps. Project Description

In early 2013, the Ministry of Agriculture, Livestock, Aquaculture and Fisheries (MAGAP) of the Republic of Ecuador, within the SIGTIERRAS program, hired NIP, S.A. to develop the survey and update of the rural cadastre in two large territorial areas.

  • Zone 1 included the cantons of Antonio Ante, Cotacachi, Pedro Vicente Maldonado, La Concordia, Flavio Alfaro and Santa Lucía. The total number of properties raised was more than 163,253. .

  • Zone 3 included the cantons of Riobamba, Pangua, Tosagua and Portoviejo. The total number of properties surveyed amounted to more than 187,995.

During the years 2013 – 2015 NIP, S.A. deployed field and cabinet teams (more than 800 people) to carry out the work that was successfully completed by the end of 2015.


Tasks developed

Training

Training courses were held in all the cantons operated so that the work was done by local staff. The subjects taught have been mainly:

  • Juridical, possession of land.

  • Cartographic interpretation, photointerpretation, GPS management and tape measure.

  • SIG and digital mapping.

  • Use of digital databases.

In total, more than 600 people have been trained, mostly (90%) with a baccalaureate degree and 10% of engineers and lawyers.

Communication / Socialization

Before the beguining of the work and the completion of each canton, communication tasks
have been carried out with the local authorities (GAD) and with the main agrarian groups and communities involved.

In the course of the survey, two basic types of communication have been carried out:

  • General, using radio wedges and press advertisements.

  • Individual, by periphery and door to door to locate the largest possible number of owners.

Lifting

This part is the most complicated of the projects and consists of the realization of a field visit together with the possessor, owner or valid informant to collect the data on the possession, such as:

  • Identification of the property

  • Identification of the possessor / owner / possessor.

  • Legal status of the property.

  • Land use.

  • Natural coverage.

  • Buildings.

  • Improvements and installations.

  • Access to services.

  • Sketch of the property.

  • Sketching of buildings.

  • Photographs of buildings and legal documents.

More than 320,000 land survey cards have been made in the field, in each of which more than 100 entries appear, all in digital format under free software applications designed by NIPSA on tablet and Android OS.

Digitization and Quality Control

Processes for creation of the continuous and definitive database in the format of the client:

  • Concordance between sketches and landmarks.

  • Automatic quality control: more than 200 validations are processed in each building.

  • Semi-automatic quality control, more than 25 topological validations are processed for each site.

  • Manual quality control: all possible errors that have not been detected by previous processes are verified.

  • Once the quality controls are passed, the premises are integrated into the customer database, checking the overlaps and checking the continuity and homogeneity of the public boundaries.

Public Exposure of Results (EPR)

During which it is proceeded to inform all the owners that they wish of the obtained results and at the same time to gather new information to update the existing one.

  • More than 230 public expositions have been held, with an average duration of 3 days each.

  • Legal guidance has been given in order to legalize the properties to all the possessors who have requested it.

Final delivery

With all the data collected and contrasted in all the mentioned processes, it comes the creation of a unique database by canton, which is delivered to Sigtierras for its implantation.

Project Description

Between the years 2013-2016, NIP, S.A. has developed tasks of control of the work of surveying the rural cadastre of Ecuador in several areas of the country. Helping MAGAP achieve a cadastral survey that meets its quality standards.

  • Works Supervision of the Land Survey of Zones 2 and 4. This inspection includes 9 cantons with a total number of properties intervened that amounts to more than 255,866.

  • Works Supervision of the Land Survey of Zones 5 and 6. This inspection includes 16 cantons with a total number of properties intervened amounting to more than 327,581.

  • Works Supervision of the Land Survey of Group 7. This inspection includes 7 cantons with a total number of properties intervened amounting to more than 25,266.

The work was completed to the full satisfaction of our client in the middle of 2016.


Tasks developed

Training

Training courses have been held in Quito and Cuenca, since these contracts have been carried out from these two venues to cover the dispersion of contracts (from Mira and Espejo to Zapotillo and Espindola). The subjects taught have been mainly:

  • Juridical, possession of land.

  • Cartographic interpretation, photointerpretation, GPS management and tape measure.

  • GIS and digital mapping.

  • Use of digital databases.

In total, more than 50 people have been trained, mostly (50%) with a bachelor’s degree and 50% of engineers and lawyers.

Works Supervision

It has consisted in carrying out several processes to ensure that the quality of the work performed complies with international quality standards (ISO):

  • Revisión en campo, aproximadamente el 6% de predios visitados (40.000). Elegidos mediante sorteo ponderado (tamaño/uso) entre el 100% de los entregados.

  • Review in the cabinet, 100% of the chips (610,000) have been validated, automatically and some 40,000 manually, chosen the same as the field review.

  • Approval / rejection of work performed.

  • Meetings with the parties involved to socialize both the errors found and the successes obtained.

EPR Assistance

100% of the EPRs convened by the lifting companies have been attended, during which legal assistance has been given to all the possessors who have requested it (more than 200,000).

Economic tracking

An exhaustive control is made on the forms submitted by the supervised company. It is verified that all the invoiced items are in the contract and that they do not exceed the signed one. In case of irregularities, the contractor is informed to determine the suitability or not of these irregularities.

Final delivery

During which the complete cantonal databases are validated, performing a final quality control of all the graphic and alphanumeric data and proceeding to the approval of the final reports of each of the cantons and the complete contract.

Description Customer and Project

This project is for capturing and/or updating cartographic data.
The works consist of a double aspect: on one hand the Updating and Capture of Networks and on the other the Generation of Digital Cartography.


Tasks developed

  • Capture and introduction into the sigNatural (GIS) computer system of the gas Distribution network and outlet diagrams, with their corresponding attributes, interpreting the information associated to the diagram for its integration and sizing in the network to the cartographic references available in sigNatural.
  • Capture and integration into sigNatural of As-built project and finished works diagrams, corresponding to the high-pressure network, interpreting the information associated to the As-built drawings, generating the base line AP cartography and introducing it as additional detail to the drawing in raster format.
  • Application of automatic network quality controls foreseen in sigNatural, to reduce the possibility of generating errors
  • Correction of errors caused by previous massive capture or by migrations form the database.
  • Scanning and Georeferencing of the works reports and Outlets in the sigNatural in *.pdf format after digitalizing the works
  • Generally, capturing of network associated information, outlets and auxiliary elements, with their corresponding attributes.

Description Customer and Project

Development and implementation of a Geographical Information System, on the Teruel City Council Urbanism and Land Registry Areas in (Smallworld / Magik / Oracle) environment.

  • Development of Applications to interchange information with the Land Registry Management Centre.
  • Structuring and digitalization of the Urban Planning General Plan.
  • Development of maintenance tools for the Urban and Rustic Land Registries.
  • Development of applications to generate city-planning certificates.
  • Development of an application for corporate Web consultation and accessible by all City Council services.
  • Structuring and loading Base Cartography: 1:500, 1:5,000 and Orthophoto 1:5,000.

Adaptation of the DIACAE Graphic Information (AENA-Madrid,Barajas)

Description Customer and Project

AENA has developed the Graphic and Alphanumeric-standardizing system denominated DIACAE to regulate the characteristics and structure of the AENA Graphic Environment and likewise establish the specifications and regulations to be followed for interchanging information between AENA professionals and the companies that develop their works using AutoCAD.

The project consisted of recompiling the existing Graphic Information in the Madrid Barajas Airport, and mainly coming from the Barajas Plan and adapting it to the DIACAE owner format. The final objective is the unification and standardization of the information for later loading into a corporate GIS.


Tasks developed

  • Recompiling of the existing graphic information in Barajas airport: Drawings, sketches, diagrams, etc.
  • Validation of the integrity between the graphic and alphanumeric information and identification of old information.
  • Revision in the airport of ambiguous or incomplete information.
  • Addition of data obtained from the airport and its physical installations.
  • Loading into CAD, with DIACAE format of the layers corresponding to the capture information.

Description Customer and Project

NIPSA has participated in different airports in the transformation to DIACAE of the existing graphical information. In Bilbao Airport, we developed Support technical assistance for Updating and Improvement of the Graphic Information and writing of projects for diverse installations.

  • Graphic Database verification, updating and improvement.
  • Inventorying of Bilbao Airport Rainwater and Sewerage Networks.
  • Land Survey of the Services Gallery between the Electricity Substation and the Old Terminal Building.
  • Land Survey to a 1:250 scale of the Purifier and accesses.
  • Preparation of the Project for connection of the south area buildings to that of the Community Sewerage .
  • Access control extension and fire detection project for the Bilbao Airport Galleries.
  • Security conditions improvement project for the services galleries and central core of the installations.
  • Taking of Dumping samples and preparation of the documentation attached to the Request for Dumping.

Digital cartography in Costa Rica

Description Customer and Project

The Republic of Costa Rica using funds from the Inter-American Development Bank (IDB) decided to carry out a complete land-registry creation project for all the premises existing in the country and the compatibility of that information with the registry of real estate. To achieve the objective, the first step was to have modern cartography with an adequate scale.

The scope of the works consists in the production of Orthophotos and digital Cartography at 1:5,000 scale of 5,106,729 Hectares and at 1:1,000 scale of 305,077 Hectares for completing and updating the Costa Rica Rural and Urban Land Registry.

Description Customer and Project

The National Land Administration Programme (PRONAT) has carried out using IDB funds a campaign with the aim of Improving legal security and guarantees of land registry and Protection of natural resources.

To achieve the objectives and specifically for the regularization of the Panama City metropolitan region land registry and registry map, the field and office works were contracted to us because of our experience in the fields of Geodetics, Photogrammetry, Cartography, Land Registry and Registry of urban premises.


Tasks developed

  • Updating of existing cartography: Recompiling of Coordinates for the Geodesic Points established as support to the georeferencing process of urban premises.
  • Field visit and recompilation of urban land registry Files duly completed with all the data of the constructed premises.
  • Preparation of Urban premises drawings for digital entitlement, organized in a database and indexed according to the regulations and scales established by Pronat.

Technical office for updating grids in the Gas natural GIS ICARO system

Description Customer and Project

Gas Natural outsourced its grid information updating maintenance service at the end of the 90s. For that, they contracted the services of two specialist companies, one of them NIP, S.A.

NIP, S.A. installed a technical office with remote access to the Gas natural GIS system called ICARO. The office received the as-built documentation from the extension of the Spanish medium and low-pressure gas distribution grid, to introduce it into the GIS system.

  • Digitalization of Gas Natural grids.
  • Creation of street maps, Structuring and digitalization of background cartography.
  • Recompiling of Supply and Gas pipelines data.
  • Validation of construction sketches and introduction of the information into the GIS and in the customers’ systems.
